Description:  Name or title of proposed project: Environment Conservation through Dam Construction and Livelihood Improvement

Activities across the Catchments Area of Manusmara Irrigation Project”  

Location of project: Garaiya, Dumadiya, Mirjapur, Madhubani, Belva, Simara Bhagawanpur, Balara, and Arnaha VDCs of south

west of Sarlahi District. 

Duration:   Initially two years, and up to five years extendable.   

Project goals or objectives (including GEF problem-area addressed by the project): The primary goal of the proposed

project intervention is to conserve the environment through the construction of five dams and improve the livelihoods of

approximately 40,000 poor Madhesi people, residing in the VDCs of Sarlahi District as specified above.  Likewise, the

specific objectives of the project are:

  •  Increase farm production in 4,000 hectares of land through improved irrigation advanced agricultural system by the construction of five irrigation dams,
  • Improve incomes of the local Madhesi through the practice of fish culture in the dams, livestock raising, and
  • Stoppage of seasonal migration of poor community towards Indian cities for hunting jobs.

Activities to be carried out under the project: JJTWC will, during five years, carry out various interventions across the

project VDCs (Village Development Corporations). However, JJTWC has envisioned to implementing a number of

interventions. They are as follows:     (1) Construction of 5 dams along the Manusmara River’s original course  JJTWC will facilitate to construct altogether

five dams along the embankment of Manusmara irrigation project. Construction work will be completed within five years, i.e.

one dam each year. However, it will accord top priority in construction work. DOTS CUMF will, through community

contribution, provide required raw materials and unskilled labor, which are available in the community. Desired materials and

skilled manpower and technology will be sought from the project.   Tentatively, the total cost will be Rs. 5,000,000 (Rs.

1,000,000/dam).   

(2) Construction of 10 kilometer graveled road JJTWC will facilitate to construct a total of 10 km gravelled road along the

embankment (5 km in either side). The construction work will be completed within two years of the project duration. Total

construction cost will be Rs. 3,000,000 (one km/ Rs. 300,000). DOTS CUMF will provide local materials and labor through

community mobilizations and the rest will be managed through project side. DOTS CUMF will receive incessant support and

cooperation from District Development Committee.    

(3) Launching of Afforestation  JJTWC will facilitate to plant forest products along the embankment of the project area. A

total of 20 km will be afforestated with different species (10 km each side). In this task, JJTWC will form seven forest user

groups (FUGs)- one from each VDC, and they will be given full responsibility and ownership through social mobilization

trainings and exposures. One group consists of 20-25 individual members. For this task, community people will be adequately

involved and coordination from District Office will be regularly sought.  District Development Committee and respective

VDCs will be involved throughout.   

(4) Promotion of Fish Culture   JJTWC will promote fish culture in all the five dams by involving community people

through the promotion of fish farmer groups. However, fish farmers will be taken from the adjacent community, who can

effectively and efficiently manage the fishery in a sustainable manner. For this undertaking, JJTWC will promote it in phase

wise way i.e. one dam each year. VDCs, DDC and Government Fishery Office will be coordinated. Fingerlings will be provided

to the farmers free of cost and technical backstopping will be synchronized. Overall responsibilities of this component will be

shouldered to the community people with required training and exposures.    

(5) Promotion of Vegetable Cultivation :  JJTWC will promote vegetable farming across the 4,000 hectare rain fed area by

involving 10, 000 farmers across the project VDCs. The rain fed area will be fully irrigated with the water induced from the

five dams at the end of fifth year. In doing so, JJTWC will form vegetable farmers groups in each VDC. In one VDC, there will

be five vegetable farmers groups i.e. 35 groups in totality. Extensive trainings and exposure will be provided by JJTWC

to the vegetable growers. Concurrently, marketing cooperatives will be promoted within the VDCs to link national as well as

international markets, mainly Patna city, the headquarter of Bihar State of India.   

(6) Promotion of Livestock Raising:  JJTWC will promote livestock raising across the project VDCs including cattle

farming, poultry rising, among others. This component will start only after third year, once the activities carried out within two

years appear to be feasible and fruit bearing. For this intervention, desired budgeting will be allocated only at the third year.      

(7) Organization of trainings    JJTWC will organize several trainings and exposure in different topics in different

components as indicated above. The training will include: Social mobilization, community awareness raising, orientation,

vegetable farming, and fish farming, among others. Need assessment of training will be made in the initial year of the project

and carried out accordingly. Approximately, Rs. 5,000,000 will be allocated as training cost and materials. Local experts will

be substantially used for the training purposes. Coordination and cooperation will be sought from District Line Agencies and

other service providers in the district.  For the first year, the cost is estimated to be Rs. 1,000,000. The remaining cost will be

allocated in the upcoming years.     

Project participants and/or beneficiaries: Altogether, there will be 40,000 people, who will be the direct beneficiaries of

the proposed project. The beneficiaries will include Madhesis, Janajaties, Dalits and women residing within the vicinity of

Manusmara irrigation site. Besides, other stakeholders including government bodies, non-government organizations, civic

societies, youth clubs, and women groups, among others will also enjoy the benefits to be accrued from the project.   

 Anticipated results of project: Maximization of agriculture produce through the 4,000 hectares of rain fed land, which will

 be completely irrigated through the water of five dams to be constructed in the project site. It will certainly improve the

economic status of the poorest community (40,000 people) through the sale of vegetables, fish and non-timber forest

products.

Plantation of different species of forest products, fish culture and vegetable farming activities will ensure environment

conservation. Seepage of water in the current environment will be completely stopped and the quantum of water will be

increased for long lasting moisture in the soil, which also contributes in conserving environment and ecology. More

importantly, the project anticipates preventing to a greater extent in seasonal migration of poor males towards Indian cities for

hunting jobs. After realizing the above results, the increased income from the project intervention will lead towards the

construction of housing facilities, opening of schools, and nursing homes. This can be achieved in the longer term only.    

Finances (the cost is estimated only for two years, and for the remaining years, it will be estimated only after the

extension of the project intervention)
